How Trump’s ‘Conspiracy-Driven Policy Making’ Could Throw Elections Into Chaos

Kathy Boockvar spoke with the Democracy Docket about President Trump’s “election integrity” executive order (EO), explaining that in addition to violating the U.S. Constitution and other federal laws, it also fails to understand the elections infrastructure ecosystem, timeframes, and needs across the country.

Boockvar and other election security experts explained that the EO is full of mandates that are literally impossible for voting systems developers and election offices to meet, in addition to violating federal and state laws governing these systems and standards.

Boockvar noted that the language used in the EO was so unclear that one could not identify clearly which systems are even covered. She explained that it “could include well over 90% of voting systems” across the country, which seems likely to have not been understood by those drafting the order. If upheld, innumerable states would be impacted and would have to change their laws and/or overhaul how they administer elections and canvass ballots including new systems and more election workers – all of which would be literally impossible to achieve without massive funding and many years of transition time. 

“Clearly, this was written by people who don’t understand the process,” Boockvar said. “This is conspiracy-driven policy making.”
