What are Pa. poll watchers allowed and not allowed to do?

Kathy Boockvar recently spoke with the York Daily Record about what poll watchers can and can’t do in the polling place, and the rules on voter challenges in PA.  

Boockvar explained that poll watchers may challenge a voter’s eligibility to cast a ballot only on the limited grounds of identity or residency, and must be made in good faith and lodged with the judge of elections at the polling place. For example, Boockvar explained, a poll watcher could challenge a voter’s eligibility if he or she knew for a fact the individual had moved out of the region or was not the voter they claimed to be.
